I will begin this talk with an introduction to Baul music, highlighting its vulnerabilities in the present time. Next, I will dwell on the possibility of protection and development of Traditional Cultural Expressions (TCE) under the Intellectual Property Rights (IPR) by focusing on questions like what policies and mechanisms we should follow for the preservation of traditional art forms, among others. Finally, I will argue how Baul music should benefit if its protection as a form of Traditional Cultural Expressions (TCEs) is enhanced under Indian Copyright Law via the amendment to prevent its misappropriation.
Short Bio:
Dr. Manas Kumar Ganguli is presently serving as a Librarian of Sonamukhi College, (Affiliated to Bankura University). He completed MA in History from Rabindra Bharati University, thereafter BLIS, MLIS respectively from Jadavpur University and gathered 10 years of experience in his professional field. He also successfully qualified UGC-NET Dec-2012 in Library and Information Science. He completed PhD from the University of Calcutta with effect from 31st Jan 2022, Department of Library and Information Science. Research areas are Intellectual Property Rights,Copyright, protecting Traditional Knowledge and Traditional Cultural Expressions. Attended many National, International conferences, workshop, presented papers. He has published 8 papers, especially in peer-reviewed journal and conference proceedings.
